탈레반에 대한 국제 사회의 공동 성명

 아프가니스탄 주재 15개국 대사관 및 나토 대표부는 지난 7월 19일 월요일 탈레반에게 군사적 적대 행위 중지를 촉구하는 공동 성명을 발표했다. 본 공동 성명에는 오스트레일리아, 캐나다, 체코, 덴마크, 유럽 연합, 핀란드, 프랑스, 독일, 이태리, 일본, 한국, 네덜란드, 스페인, 스웨덴, 영국, 미국, 나토가 참여했다. 

 

 도하에서 진행 중인 아프간 정부측과 탈레반측의 평화 협상이 가시적인 결과로 이어지지 않고 있는 한편, 탈레반의 아프가니스탄 군사 점령이 지속되고 있는 최근 현상에 대해 국제 사회의 우려가 공동 성명으로 발표된 것이다.

The diplomatic missions to the Islamic Republic of Afghanistan of Australia, Canada, the Czech Republic, Denmark, the EU Delegation, Finland, France, Germany, Italy, Japan, Korea, the Netherlands, the Office of the NATO Senior Civilian Representative, Spain, Sweden, the United Kingdom, and the United States call for an urgent end to the Taliban’s ongoing military offensive, which thwarts efforts to arrive at a negotiated solution to the conflict and harms and displaces the civilian population. We condemn the continued targeted killings taking place throughout Afghanistan, the destruction of vital infrastructure, and threats, declarations, and other actions against the gains Afghans have made over the last twenty years, gains which we have strongly supported.

The Taliban’s offensive is in direct contradiction to their claim to support a negotiated settlement of the conflict and to the Doha peace process. It has resulted in loss of innocent Afghan lives, including through continued targeted killings, displacement of the civilian population, looting and burning of buildings, destruction of vital infrastructure, and damage to communication networks. The indiscriminate detaining and killing of civilians and assaults of prisons demonstrates an extremely concerning disregard for the rule of law. In districts occupied by the Taliban, inhabitants and observers also credibly report attempts to repress the human rights of women and girls and to shut down private and public media organizations in an attempt to conceal their human rights abuses and diminish freedom of expression.

On behalf of our respective missions, we vehemently condemn these and any other actions that violate the human rights of Afghan citizens.  Afghans have made numerous gains over the past twenty years and want to continue building on their achievements in development, human rights, and free speech. We want to underscore that progress made over the past years can only be sustained if all parties work together.

We join the United Nations Assistance Mission in Afghanistan in calling on the Taliban and all parties to immediately end the violence, agree to a permanent and comprehensive ceasefire, and engage fully in peace negotiations to end the suffering of the Afghan people and pave the way to an inclusive political settlement that benefits all Afghans and ensures that Afghanistan does not again serve as a safe haven for terrorists.

This Eid ul Adha, the Taliban should lay down their weapons for good and show the world their commitment to the peace process.

ملکی ناتو، اسپانیا، سویدن، انگلستان و ایالات متحده در جمهوری اسلامی افغانستان، خواستار پایان هرچه زودتر حملات نظامی طالبان که تلاش برای دستیابی به یک راه حل سیاسی از طریق مذاکره را ناکام و مردم ملکی را متضرر و آواره می سازد، اند. ما ادامۀ قتل های هدفمند را که در سراسر افغانستان ادامه دارد، تخریب زیرساخت های حیاتی، و تهدیدها، اعلامیه ها و اقدامات دیگر علیه دستاوردهای افغان ها طی بیست سال گذشته را محکوم می کنیم، دستاوردهایی که ما شدیداً از آنها حمایت کرده ایم.

 

حملات طالبان، با ادعای آنها پیرامون حمایت از حل و فصل سیاسی از طریق مذاکره و روند صلح در دوحه، کاملا در تناقض قرار دارد. این امر منجر به کشته شدن افغان های بی گناه، از جمله ادامۀ قتل های هدفمند، آواره گی مردم ملکی، غارت و سوختاندن ساختمان ها، تخریب زیرساخت های حیاتی و متضرر شدن شبکه های ارتباطی شده است. بازداشت و کشتار بی رویۀ افراد ملکی و حمله بر زندان ها بی توجهی بسیار نگران کننده را به حاکمیت قانون نشان می دهد. در ولسوالی های که توسط طالبان تصرف شده است، باشنده گان محل و ناظران، همچنان از تلاش ها جهت سرکوب حقوق بشری زنان و دختران و تعطیلی رسانه های خصوصی و دولتی به منظور پنهان سازی موارد نقض حقوق بشر و محدود ساختن آزادی بیان را، گزارش می دهند.

 

ما از سوی مأموریت های مربوط خود، این اقدامات و سایر اقدامات را که موجب نقض حقوق بشری مردم افغانستان می شود، شدیداً محکوم می کنیم. افغان ها طی بیست سال گذشته به دستاوردهای زیادی دست یافته اند و می خواهند، به پیشرفت های خود در زمینه های انکشاف، حقوق بشر و آزادی بیان ادامه دهند. ما می خواهیم تأکید کنیم که پیشرفت های حاصل شده طی سال های گذشته تنها در صورتی پایدار خواهد ماند که همه طرف ها با هم یکجا کار کنند.

 

ما با مأموریت معاونت سازمان ملل متحد در افغانستان ملحق شده و از طالبان و همه طرف ها می خواهیم که فوراً به خشونت پایان داده، با آتش بس دائمی و همه جانبه موافقت نموده و در مذاکرات صلح برای پایان دادن به درد و رنج مردم افغانستان و هموار کردن راه برای یک توافق سیاسی فراگیر که به نفع همه افغان ها باشد، به طور کامل سهم گرفته و اطمینان دهند که افغانستان دوباره به پناه گاه امن تروریستان بدل نمی شود. 

 

طالبان در این عید قربان، باید برای همیشه اسلحۀ خود را زمین بگذارند و تعهد خود را نسبت به روند صلح به جهانیان نشان دهند.
